“The school of the future” worries the teaching world



A year ago, during his speech in Mureaux (Yvelines) on separatism, the President of the Republic created a surprise by announcing the end of home instruction. Rebelote in Marseille, from where Emmanuel Macron again, Thursday evening, placed the school question at the center of the political debate. While he was especially expected on the intervention of the State in the face of the catastrophic material situation of many schools (174 out of 470 are in a state of disrepair), the president opened another site.

It plans to give great educational freedom to some fifty schools which welcome the most difficult audiences. Class schedules, extracurricular, these establishments could innovate under the leadership of a director who could… choose his teachers!

“I say a lot of bad words”, confessed, falsely ingenuous, the president, aware of touching a real taboo of the educational world. The historian Claude Lelièvre recalls in fact that the principle of collegial management is the norm in the educational world (in primary and higher education) and that of a chef the exception, for colleges and high schools. But even then, the principals and principals do not decide on the recruitment.

School management, a sensitive subject

In history, their power has always been a sensitive issue. After Bonaparte installed a form of triumvirate at the head of the central schools (ancestors of high schools), the IIIe Republic also established a counter-power by creating the disciplinary council. In 1988, the Minister of Education Alain Monory proposed a bill which created, in the primary, the status of master-director. The mobilization of the base of teachers, overwhelming even the unions ready to negotiate, derailed the reform.

After Emmanuel Macron’s speech, the union reactions were immediately launched. “The President of the Republic gave himself up to a real provocation by taking up the liberal refrains of transformation of the primary school on his own account”, thus strangles the majority Snuipp (FSU).

Eight months before the presidential election, Emmanuel Macron goes beyond what he had envisaged in his 2017 program. He then offered more educational freedom for priority education establishments where positions could be more profiled. But not much has changed in four years.

Adapt the system to local situations

With the recruitment by school directors, Emmanuel Macron is pushing the cursor further, especially as this reform could eventually expand. He proposes “To invent the school of the future” in places “Who are the most in difficulty”.

Innovation in the fifty schools in Marseille will have to start at the start of the 2022 school year and, if the results are “Conclusive” the objective will be, he says, to “Generalize”. In public education, the idea of ​​adapting the system to extraordinary situations has gained ground but also comes up against a “Great mistrust” underlines Claude Lelièvre. Teachers dread experiments aimed at changing the rules of the entire system like a Trojan horse.
