A working group to promote digital economic development was newly established by the Ministry of Information and Communications, consisting of 10 members. The group leader is Deputy Minister of Information and Communications Nguyen Huy Dung.

The working group has the task of advising and assisting the Minister of Information and Communications in implementing the tasks related to promoting digital economic development.

Besides the group leader is Deputy Minister Nguyen Huy Dung, the working group implementing the task of promoting digital economic development has 3 Vice Teams: Pham Quang Tu, Director of the Department of Enterprise Management; Nguyen Trong Duong, Deputy Director of the Department of Information Technology; Nguyen Thien Nghia, Deputy Director of the National Center for Electronic Authentication (NEAC).

The working group implementing the task of promoting digital economic development also has 6 members who are leaders of other functional units in the Ministry of Information and Communications, including: Director of Personnel and Organization Department Pham Minh Tien, Director of Department of Ke Finance Nguyen Minh Son, Director of Legal Department Tran Thi Nhi Thuy, Deputy Director of IT Department To Thi Thu Huong, Director of Telecommunications Department Hoang Minh Cuong and Director of Vietnam Internet Center (VNNIC) Nguyen Hong Thang.

Working group members work part-time. The specific tasks of the members are assigned by the Team Leader.

Digital economic development has been identified as a key task and a breakthrough solution for the country’s general socio-economic development in the coming time. This is also a task that requires the coordination of relevant ministries and branches. In which, as the Ministry performing the state management of post, telecommunications, IT application and digital transformation, safety, network security, ICT industry, press and communication, the Ministry of Information and Communications will play the role of the Ministry of Information and Communications. fundamental role.

Previously, in the Government Office’s Notice 339 dated September 22, 2020 on the conclusion of Prime Minister Nguyen Xuan Phuc at the online conference of the National Committee on E-Government, the Ministry of Information and Communications was assigned to chair. with the Ministry of Planning and Investment and the Ministry of Industry and Trade to formulate a Project on Vietnam’s digital economic development to 2025, with an orientation to 2030.

Therefore, at the meeting with a number of units in the Ministry of Information and Communications on the implementation of digital economic development tasks in early February 2021, Deputy Minister Nguyen Huy Dung also pointed out, relevant agencies and units. Ministry of Information and Communications needs to be proactive and active in promoting digital economic development.

Also at this meeting, Deputy Minister Nguyen Huy Dung assigned the Department of Enterprise Management to preside over and coordinate with the Department of Information Technology, VNNIC and related units to research and develop thematic reports on digital economy, in which clarifying the contents, management requirements, management objects, management methods, management models, international experiences, proposing new contents, not yet specified or assigned specific tasks. .

Agree on indicators, measurement methods and measurement implementation of the digital economy and the contribution of the digital economy to GDP and GRDP. The implementation of this task should work closely with the General Statistics Office, the Ministry of Planning and Investment.

Study and develop a project to support organizations and enterprises in implementing digital transformation and the Vietnam Digital Economic Development Project to 2025, with an orientation to 2030, and report to the Minister for submission to the Prime Minister. approval.

The Department of Business Management was also assigned to assume the prime responsibility for, and coordinate with the Department of Information Technology, VNNIC and related agencies to advise, propose and report to the Minister and the Ministry’s leaders to promote the coordination between the Ministry of Information and Communications and domestic and foreign agencies and organizations to jointly promote Vietnam’s digital economic development.

Digital economy is one of the three pillars of the National Digital Transformation Program to 2025, with a vision to 2030, approved by the Prime Minister on June 3, 2020. The program defines a vision to 2030 Vietnam becomes a digital, stable and prosperous country, pioneering in the experiment of new technologies and models; fundamentally and comprehensively renovate the management and administration activities of the Government, production and business activities of enterprises, the way of living and working of the people, developing a safe, humane and wide digital environment everywhere.

In terms of digital economic development, the National Digital Transformation Program has set a target for digital economy to account for 20% of GDP by 2025 and 30% by 2030. The proportion of digital economy in each industry and field is at a minimum. 10% in 2025 and at least 20% in 2030. Vietnam is in the group of 50 leading countries in IT (IDI) and competitive index (GCI), group of 35 countries leading in innovation (GII) in 2025. By 2030, Vietnam’s required rankings in all 3 above-mentioned indexes will be Top 30 countries.
