In Resolution 50 dated May 20, 2021 on the Government’s action program to implement the Resolution of the 13th National Party Congress, one of the main tasks the Government assigned the Ministry of Information and Communications to perform is to Maintaining the development of a strategy on digital transformation of the press to 2025 and orientation to 2030.

To carry out the above task, from May to November 2021, the Ministry of Information and Communications has developed a draft document and submitted it to the Prime Minister for approval of the Strategy for Digital Transformation of Newspapers to 2025 with orientation to 2030.

The draft strategy has been submitted by the Ministry of Information and Communications since mid-December, 2021 and is being sent by the Government Office for comments from the Central Propaganda Department; the ministries of Public Security, Finance, Planning and Investment, Education and Training, Labor, Invalids and Social Affairs; Vietnam Television Station and Vietnam News Agency before synthesizing and reporting to the Prime Minister.

In the draft Strategy, along with identifying 6 perspectives in digital transformation of the press, the Ministry of Information and Communications also proposes the vision, goals, and key tasks and solutions.

Accordingly, the vision of the draft Strategy is that Vietnam has a modern, professional, multi-platform, multi-media press, in line with the development trend of digital technology and world communication; providing complete, accurate, timely, personalized information to the public anytime, anywhere, honestly reflecting the mainstream of society, creating social trust and consensus, spreading energy actively, arousing aspirations, creating spiritual strength to develop a strong and prosperous country.

Vietnamese press and media have built their own foundation, formed key multimedia media agencies, controlled and dominated the production and distribution of content, and maintained sovereignty in cyberspace.

State management agencies orient and lead the digital transformation of newspapers, support press agencies in the process of testing modern technology to change management models, operations, production and export processes. Publishing, content distribution and business models to optimize operations, create quality products, opportunities, revenue and added values.

Developing journalism towards multi-platform, multi-media, multi-service

The overall goal of the draft strategy is to develop journalism in the direction of multi-platform, multi-media and multi-service, playing a pivotal role in orienting information and orienting public opinion. One of the main goals by 2025, according to the draft strategy, is 70% of press agencies to digitalize press content on available platforms; 80% of electronic press agencies converted to operate under the model of a converged, multi-media newsroom; 50% of press agencies have a centralized data processing and analysis platform, applying artificial intelligence to optimize operations; 50% of press agencies comprehensively innovate content production systems according to digital journalism trends: content personalization, cross-platform, mobile journalism, social journalism, data journalism, journalism creative press, super journalistic work…

Also by 2025, 30% of electronic press agencies with great influence in society will apply the fee-for-service model with personalized experience content; the right to choose news sources to monitor and introduce news according to personal tastes.
