Effective from 12/12/2020, Circular 29 has only been issued by the Ministry of Information and Communications guiding the appointment and salary ranking of professional titles for IT officers in public non-business units as prescribed Circular 45/2017 of the Ministry of Information and Communications regulates standards for professional titles of officers specialized in IT and Circular 02/2018 of the Ministry of Home Affairs regulates codes for professional titles of IT officers.

Circular 29/2020 is applicable to IT officers specialized in public non-business units and other related organizations and individuals. Individuals and organizations can look up the full content of Circular 29 here.

The new circular clearly stipulates that the appointment and placement of salaries to professional titles specialized in IT as stipulated in Circular 45/2017 of the Ministry of Information and Communications and Circular 02/2018 of the Ministry of Home Affairs must be based on job positions. undertaking, functions, duties, and professional capacity are undertaking and fully meeting the prescribed standards.

At the same time, when appointing from the job title of the current public employee to a professional title in IT, it is not allowed to combine salary grade promotion or public employee career title promotion.

Specifically, for the appointment to a professional title, according to the guidance of the Ministry of Information and Communications, an IT officer in a public non-business unit is considered for appointment to a professional title of an IT officer in accordance with regulations. Decree 45/2017 of the Ministry of Information and Communications and Circular 02/2018 of the Ministry of Home Affairs.

IT officers in public non-business units who have been appointed to other ranks and titles are now considered for appointment to the professional title of IT officer equivalent to the provisions of Circular 45 /. 2017 and February 2018.

Regarding the application of payroll to professional titles, the new Circular stipulates that the professional titles of IT officers specified in Circular 45/2017 and Circular 02/2018 apply “Professional payroll. skills for cadres and public employees in state non-business units ”(Table 3) promulgated together with the Government’s Decree No. 204/2004 on the salary regime for cadres, civil servants and public employees. organization and armed forces.

In addition, the new Circular 29 issued by the Ministry of Information and Communications also provides specific instructions on how to rate salary for professional titles specialized in IT.

Circular 29 also clearly states that employees who have been appointed to other professional titles are now appointed to the professional titles of IT officers specified in Circular 45/2017 and Circular 02/2018. The authorities with authority to manage and use public employees are responsible for creating conditions for them to supplement the missing standards of the appointed professional titles of IT specialized officers.

According to the guidance in Circular 29/2020 of the Ministry of Information and Communications, the title of information security class I, system administrator class I, IT auditor grade I, software development class I are allowed to apply the salary coefficient of Category A3 officer, Group 1 (A3.1) has 6 grades, from salary coefficient 6.20 to 8.00;

The title of information security level II, system administrator grade II, IT auditor grade II, software development class II applied the salary coefficient of public employees of category A2, has 8 grades, from the salary coefficient 4.40 to 6.78;

The title of information security level III, system administrator grade III, IT auditor grade III, software development class III is applied the salary coefficient of public employees of category A1 has 9 grades, from salary coefficient 2 , 34 to 4.98;

The title of system administrator of grade IV and software development class IV is entitled to the salary coefficient of grade B public employees with 12 grades, from salary coefficient 1.86 to 4.06.
