Speaking at the opening of the meeting, Mr. Nguyen Quoc Hung, General Secretary of the Vietnam Banks Association said that up to now, banks have waived all account transaction fees for customers. At the same time, in the face of the negative impact of the Covid-19 pandemic, banks dedicate a lot of resources to support customers to overcome difficulties. Continuing to waive all transaction fees through accounts has made banks no longer have any revenue to cover losses for customers using SMS banking services as before.

Speaking at the meeting, Mr. Tran Duy Hai, Deputy Director of the Department of Telecommunications (Ministry of Information and Communications), said that telecommunications and banking are both big sectors in the economy and have made important contributions to supporting people in the world. People and businesses overcome difficulties of the Covid-19 pandemic. Therefore, Mr. Tran Duy Hai expects that after this meeting, banks and telecommunications businesses will have a better cooperation. At the same time, jointly agree and come up with an appropriate message charging plan to ensure the rights and interests of the parties.

At the meeting, representatives of banks shared that the situation of forging bank brand messages (SMS brandname) is common, thereby affecting the reputation of banks. Banks have had to spend a large amount of money to communicate warnings to help customers identify and avoid risks related to fraudsters in the form of messages.

In order to offset costs, as well as help customers avoid the risk of fraud via SMS brandname, banks have been encouraging customers to switch to using digital banking facilities and transaction authentication. via Smart OTP.

Banks suggested that carriers continue to strengthen safety and security. At the same time, it is suggested that the Ministry of Information and Communications have a stricter solution to close the holes and security loopholes where criminals take advantage of attacks.

Noting comments from banks, representatives of Viettel, VinaPhone, and MobiFone carriers shared with banks’ difficulties, because these are also difficulties that telecommunications businesses face.

In the spirit of sharing difficulties and promoting non-cash payments, telecommunications businesses propose: “collecting fee for banking service messages according to the package plan, telecommunications businesses commit to ensure quality service quality”.

As for the status of SMS brandname, telecommunications businesses said that this situation does not come from the network operator’s system, but because criminals use virtual mobile stations to insert waves. Currently, network operators are working closely with the Ministry of Public Security and the Ministry of Information and Communications to promote crime tracking.
