Promulgating the Operation Regulation of the National Committee on Digital Transformation


On March 3, Prime Minister Pham Minh Chinh signed a decision to promulgate a Regulation on principles, tasks, powers, working regime and working relationships of the National Committee on Digital Transformation.

Promote the personal responsibility of the Committee members

Decision 24 promulgating the Operation Regulation of the National Committee on Digital Transformation takes effect from March 3 and replaces Decision 414 on October 21, 2020 of the Chairman of the National Committee on e-Government. . The new regulation is with the members of the National Committee on Digital Transformation and the Working Group to assist the Committee.

According to the Regulations, the National Committee on Digital Transformation works on the principle of democracy, openness and is decided by the Chairman of the Committee. The Committee and its members, the Working Group and members of the Working Group do not replace the functions and duties of agencies, units and heads of agencies and units in the state administrative system.

To uphold the personal responsibility of the Committee members in the Commission’s activities and in the performance of their assigned responsibilities and tasks; handle the work in accordance with the authority and responsibility assigned, in accordance with the order and procedures prescribed by law and this Regulation.

Committee members actively handle work in the process of performing tasks to promote the process of national digital transformation, closely linked with administrative reform; building and developing e-Government, digital government, digital economy, digital society and smart city; facilitate the implementation of the Fourth Industrial Revolution in Vietnam.

At the same time, ensure the requirements of work coordination and information exchange in solving work according to the assigned functions, tasks and powers. The Committee can work in the form of holding regular meetings, ad hoc meetings, organizing conferences, seminars or giving written opinions.

The Committee meets once a quarter

Along with specifying the tasks and powers of the members of the Committee and the Working Group assisting the Committee, the Regulations also specify the working regime and working relationship in the operation of the Committee.

Accordingly, the Committee meets once a quarter and a preliminary review every 6 months; year-end review meetings with the Digital Transformation Steering Committees of ministries, branches and localities, or irregularly at the request of the Committee’s Chairman. In addition, the Standing Committee of the Committee can hold meetings with relevant agencies. Participants in the meeting are decided by the chairperson of the meeting. Each meeting of the Committee, the Working Group must have a specific and clear proposal report with objectives, progress and results.

The Chairman of the Committee shall decide to convene an expanded meeting with the participation of the head of the agency in charge of implementing strategies, programs, schemes and projects related to digital transformation, construction and development. E-government, digital government, digital economy, digital society, smart city and some related experts and scientists

The Regulation stipulates that, in working relationship with the National Committee on Digital Transformation, the heads of ministries, branches and localities are responsible for thoroughly grasping the Commission’s directives to urge and implement the digital transformation. change numbers; building and developing e-Government, digital government, digital economy, digital society and smart city; create favorable conditions for the implementation of the Fourth Industrial Revolution in Vietnam under their respective agencies, sectors and fields and under the supervision and inspection of the Committee on the implementation of these contents.

Coordinate with the Working Group to propose and recommend mechanisms, policies and solutions to promote the national digital transformation process, closely linked with administrative reform; building and developing e-Government, digital government, digital economy, digital society and smart city; facilitate the implementation of the Fourth Industrial Revolution in Vietnam.

Along with that, directing units under their ministries, branches and localities to closely coordinate with the Working Group to perform assigned tasks.

The heads of ministries, branches and localities are also responsible for directing the implementation of digital transformation tasks; building and developing e-Government, digital government, digital economy, digital society and smart city; create favorable conditions for the implementation of the Fourth Industrial Revolution in Vietnam under their respective agencies, sectors, fields and localities. To take responsibility before the Government and the Prime Minister for the performance of assigned tasks; implement the information and reporting regime according to regulations and requests of the Committee.

On September 24, 2021, the Prime Minister issued a decision to consolidate and change the name of the National Committee on E-Government to the National Committee on Digital Transformation to step up the direction of national digital transformation in the coming period. new paragraph. Then, on November 22, 2021, the Prime Minister approved the List of 16 members of the National Committee on Digital Transformation and the list of 7 leaders of the Working Group to assist the National Committee on Digital Transformation. . On November 30, 2021, the Prime Minister chaired the first online meeting of the National Committee on Digital Transformation to evaluate the results of digital transformation implementation in the past time, identify difficulties , problems, solutions and key tasks need to be drastically directed and implemented in order to create breakthroughs in national digital transformation.
