The results of the assessment of the level of digital transformation of ministries and provinces – DTI 2020 have just been announced. In the first year of implementation, this report is considered to have succeeded in drawing a comprehensive picture of Vietnam’s digital transformation.

On the afternoon of October 19, the Ministry of Information and Communications and the Vietnam Digital Communications Association (VDCA) coordinated to organize an online seminar to announce the report on the results of the ministerial and provincial digital transformation assessment in 2020 and promote the provision of 100 % of public services eligible to go online to level 4.

Deputy Minister Nguyen Huy Dung said that the Digital Transformation Index – DTI was built and issued to help ministries and provinces measure how far they have come in the digital transformation journey.

With the view that digital transformation is a process, not a destination, the Deputy Minister said that in order for digital transformation to be successful, there must be a “meter”, a “measurement” to know if we are on the right track. what speed to go on the journey of digital transformation. In other words, we need a set of metrics to measure digital transformation.

In 2020, the Ministry of Information and Communications has researched and built a set of indicators to assess the level of digital transformation. “Like many other ranking metrics, digital conversion metrics are only relative. We hope that agencies, organizations, ministries and provinces consider this as a set of indicators to self-assess their own digital transformation level.”, the Deputy Minister noted further.

A comprehensive picture of Vietnam’s digital transformation

Based on the issued Digital Transformation Evaluation Index, for the first time, the Ministry of Information and Communications announced the results of assessing the digital transformation level of ministries and provinces in 2020.

The results of the digital transformation assessment at ministerial and provincial levels in 2020 aim to provide an overall picture of digital transformation in Vietnam and at the same time monitor, evaluate and rank the results in a substantive, objective and fair manner. carry out the annual digital transformation of ministries and provinces to have solutions to promote in the coming time.

VDCA President Nguyen Minh Hong said that in the first year, the DTI 2020 report was successful in drawing a comprehensive picture of argument shifting.

According to Mr. Nguyen Phu Tien, Deputy Director of the Department of Informatization, the DTI 2020 report is compiled from 4 sources of information and data, assessing the level of digital transformation of ministries and provinces in 3 groups: public service providers, non-public ministries and provinces.

As a result, the average provincial DTI 2020 is 0.3026; The average DTI 2020 of ministries providing public services is 0.3982 and the DTI 2020 of ministries not providing public services averages 0.2342. This result shows that the digital transformation of ministries, branches and localities in 2020 is in the beginning stage.

The report also shows that, in 2020, the transformation of perception and institutional creation is done quite well in order to create favorable conditions for state agencies and businesses to participate in the digital transformation process. more convenient. Up to now, 12/63 provinces and cities have issued Resolutions on digital transformation, 50/92 ministries, ministerial-level agencies, agencies directly under the Government and provinces and cities directly under the Central Government have issued the Program on Digital Transformation. , Digital transformation plan for the period 2021 – 2025.

According to the DTI 2020 report, in the group of 18 ministries, the public service provision industry, with a DTI value of 0.4944, the Ministry of Finance is the leading agency. Among 7 ministries and sectors without public services, Vietnam Television ranked first with a DTI value of 0.2995.

Notably, at the provincial level, the DTI 2020 ranking results show that Da Nang leads the country in terms of digital transformation in 2020, with an achieved value of 0.4874. This is also the first place in all three pillars of Digital Government, Digital Economy and Digital Society. The next positions in the Top 10 provinces and cities are Thua Thien Hue, Bac Ninh, Quang Ninh, Ho Chi Minh City, Tien Giang, Can Tho, Ninh Binh, Kien Giang and Bac Giang respectively.

From the DTI 2020 results, a representative of the Department of Informatization said that currently, the digital transformation index is still low, ministries, sectors and localities need to promote digital transformation under all three pillars of Digital Government and Digital Economy. and Digital Society. Talking at the seminar, VDCA President Nguyen Minh Hong said that going into the depth of digital transformation will be the focus of the upcoming period, especially, for the public sector, it is to exploit the value of digital data. to improve the efficiency of national governance and administration. “From that perspective, the DTI set of indicators will be an important indicator of how effectively the digital transformation has been achieved; where are the limitations that need improvement.
