In the coming time, the Hanoi Department of Information and Communications said that it will strengthen the inspection, examination and handling of violations in advertising activities via telecommunications networks according to Decree No. 91/2020 / ND- CP aims to improve the efficiency of state management in telecommunications network advertising in the city.
Decree 91 also stipulates that businesses and individuals are not allowed to send advertising text messages or advertising calls to phone numbers on the list of people who do not want to receive advertisements. At the same time, it is not allowed to use phone numbers to send advertising text messages or to call advertisements.
Previously, in order to limit spam messages and advertising messages, the network operator blocked more than 34,000 subscribers from spreading spam messages and blocked nearly 10 million fake calls.
In compliance with Decree 91, telecom operators now have the option to allow users to report disturbed phone numbers. For example, Viettel has an algorithm to recognize frequently called phone numbers for advertising purposes, and at the same time give users the option to evaluate whether to be bothered by that phone number or not.
