Including 7 articles, the draft Circular of the Ministry of Public Security on the model of citizen identification card specifying the shape, size, specifications, other languages, materials, contents of citizen’s identity card and responsibilities of Police units in the production and management of citizen identification card templates.
Subjects of application of the provisions include Vietnamese citizens aged full 14 years or older who carry out procedures for the grant, exchange and re-issue of citizen’s identity cards; Police units and localities; Agencies, organizations and individuals involved in the production, issuance and management of citizen identification cards.
In which, the shape, size, content, specifications and materials of the citizen’s identity card are specified in Article 3 of the draft Circular.
Specifically, the citizen’s identity card has a rectangular shape with four rounded corners, 85.6 mm in length, 53.98 mm in width, and 0.76 mm in thickness. Cards are made of plastic, the outermost of the two sides are covered with a thin transparent plastic film.
Regarding the content, the draft Circular stipulates that the front of the citizen’s identity card includes the following information: Left, top down: Photo of the National Emblem of the Socialist Republic of Vietnam with a diameter of 12 mm, photo of the person issued with a citizen’s identity card sized 20 x 30 mm, valid up to; Right, top down: SOCIALIST REPUBLIC OF VIETNAM; Independence – Freedom – Happiness; the words “CUCCOC COUIN”; icon of citizen identification card attached to electronic chip; number; first and last name; Date of birth; sex; nationality; home town; place of residence.
The contents of information on the back of a citizen’s identity card are expected to include: Left, top to bottom: ddIdentification characteristics; date, month and year of issue of citizen’s identity card; title of the person authorized to issue the card; signature, full name of card issuer; seal with the national emblem of the citizen identification card-issuing agency; electronic chip; Right, top down: There are 2 boxes of left index finger and right index finger of the person issued with citizen identification card; ICAO code line, QR code.

Specifically, the Prime Minister assigned the Ministry of Public Security to assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in guiding ministries, branches and localities to review and synthesize the need to integrate services and applications in the fields of work and management of their ministries, branches and localities use electronic chips on citizen identification cards to promote the economical and efficient use of citizen identification cards.
