A new list of key IT products has just been promulgated by the Ministry of Information and Communications in Circular 19 dated December 3, including 16 products and product lines, including: 5G telecommunications network equipment and software and later generations; IoT-based devices and software; 4G smart mobile phones and later network generations; Smart camera, AI camera and software to analyze, process and manage data obtained from camera; IC products for telecommunications, IT, IoT; Optical fibers, optical cables and transmission and connection equipment in optical communication; Calculator for education.
In addition, electronic identification and authentication platform software and equipment; equipment and software of the cloud computing system; foundation software for the development of products applying artificial intelligence (AI) and big data analysis (Big Data); Software products applying blockchain technology; software integration and data sharing platform; network information security products (terminal safety products; network layer security products; application layer security products; data protection products)… are also important IT products points in the list.

Circular 19 promulgating a list of key IT products will take effect from February 2, 2022. At that time, Circular 01/2017/TT-BTTTT of the Ministry of Information and Communications will expire.
However, the Ministry of Information and Communications also clearly instructs that key investment and production projects of IT products as prescribed in Circular 01/2017/TT-BTTTT have been applied with preferential and priority policies before the announcement date. 19, will continue to enjoy preferential policies, prioritize investment in research – development and production until the end of the preferential and priority period as prescribed by law.
On the same day, December 3, the Ministry of Information and Communications issued Circular 20, replacing the list of software products in Circular 09/2013/TT-BTTTT with a new list of 5 groups of software products: Software group system, application software group, tool software group, utility software group and other software. This Circular also takes effect from February 2, 2022. Software products that have been identified in the list of software products before February 2, 2022 will continue to be applied according to the purposes of the list in Circular 09/2013/TT-BTTTT.
The fact that the Ministry of Information and Communications based on management requirements and development situation of each period to issue a new list of key IT products is to form a key IT product system; serve as a basis for investment activities; apply tax policies and preferential policies; import and export management; quality management and other activities related to IT products.
The promulgation of Circular 19 on the list of key IT products and Circular 20 amending and supplementing the list of software products together with Circular 09/2013/TT-BTTTT is also a step in adjusting the legal framework for suitable for the new situation.
Regarding the development orientation of the digital technology industry in the coming period, the Ministry of Information and Communications said that digital technology and technology 4.0 change the nature of the ICT industry, transforming it into a digital technology industry, so the legal framework should be old cannot be adjusted.
Therefore, it is necessary to improve the legal framework for the digital technology industry and implement development strategies and programs such as: Developing the Law on Technology Industry and guiding documents; Formulate a strategy on development of the digital technology industry to 2025, with a vision to 2030, including an action plan for implementation; Strategy for development of Vietnamese technology enterprises.
