Anti-epidemic with technology and the talent of the administrator

“As long as one province still has the epidemic, the whole country will not end the epidemic. TT-Hue is a successful model that needs to be replicated and shared with the whole country in the application of IT in disease prevention and control,” said Deputy Director of the International Cooperation Department (Ministry of Information and Communications).

5 years of cherishing

Five years ago, leaders of the Department of Information and Communications of TT-Hue province cherished the idea that in a short time, each resident of this province would be granted a QR code for convenience in work and travel as well as carrying out administrative procedures. main.

When going to the market, the merchant only needs to give the disease control card to the market management board to scan the code.

In the first months of 2021, when the Covid-19 epidemic broke out in Ho Chi Minh City and many provinces and cities across the country, a series of workplaces, schools, markets, hospitals… all over TT-Hue province were required to post stickers. QR code board for epidemic prevention and control.

Technology applications on the Hue-S platform are also recommended by the government for people to use for medical declaration and disease prevention. This has greatly supported the government in monitoring, tracing and zoning out epidemics when community infections appeared in the area.

“However, not all people have smartphones to scan QR codes or register for the Hue-S platform. So the question is how can everyone have a QR code?

Instead of people actively scanning the code to fight the epidemic, should this be assigned to the management agencies?”, Mr. Nguyen Xuan Son – Director of the Department of Information and Communications of TT-Hue province wondered.

When going to the market, the merchant only needs to give the disease control card to the market management board to scan the code.

On September 19, 2021, after the national QR code was connected, the Director of Hue Department of Information and Communication took the initiative to make a disease control card with a national QR code and was approved by the Provincial People’s Committee.

The national QR code is a strategic policy of the Ministry of Information and Communications and has been urgently implemented by TT-Hue province. Using the national QR code, people in Hue can still use it when they leave the province, people outside the province can still use it, and they can use it wherever they go.

With the attention and support of the leaders of the Ministry of Information and Communications and the National Center for Technology for Covid-19 Prevention and Control, the issuance of a national QR code disease control card has been urgently completed by TT-Hue province.

5 years of cherishing the idea could not be implemented, but in less than 1 month, the whole province of TT-Hue had 714,754 (accounting for more than 60% of the province’s population) registered and activated the QR code disease control card. nation.

Hue Smart City Monitoring and Operation Center is considered as the focal point to receive information.

“Controlling access by scanning QR codes on people’s Disease Control Cards is much more effective than passively pasting QR codes at checkpoints.

At this time, the management of the government will be to manage business establishments and control points instead of managing people’s behavior and consciousness,” emphasized Mr. Son.

The story of Hue and the measure of people’s hearts

One day in mid-October 2021, the main gate area of Dong Ba market (Hue City) suddenly became unusually busy, which is rare in the time when the government had recommendations to limit gathering of people.

Going deep into the gate, tables and chairs are placed neatly by the market management board in separate rows. Computer system, volunteer team members are also fully arranged.

Mr. Nguyen Canh Thanh Luan – Member of the rapid response team (FUN75) said that they are spending their time and forces to support people to go to the market to register for the national QR code disease control card.

This place receives hundreds of calls and complaints from people every day.

After about 10 minutes of waiting, thanks to the support of volunteers, small trader Nguyen Thi Minh Hieu (resident in Tay Loc ward, Hue city) with happy eyes held a disease control card in her hand and showed it to reporters. pellets.

“I think this way of the government is very good. Instead of like before, every time we go to the market or go to the market, small merchants have to make a medical declaration, now we wear a card on our chest, give the QR code to the management board to scan, and then enter the business with peace of mind.” Ms. Hieu shared.

Having just had a business trip to TT-Hue province, sharing with VietNamNet, Mr. Hoang Anh Tu – Deputy Director of the International Cooperation Department (Ministry of Information and Communications) said that TT-Hue is a model that needs to be replicated with the whole country in the field of international cooperation. applying IT to epidemic prevention and control.

According to Mr. Tu, there are many stories about TT-Hue’s IT application in disease prevention and control that need to be shared, including the story of the National QR code-affixed Disease Control Card; the story of TT-Hue’s epidemic prevention technology protocol and especially Building people’s trust in technology.

As a specific example of these stories, Mr. Tu emphasized, it is no coincidence that since the 4th outbreak, TT-Hue has never had to implement social distancing, all government activities, Businesses and people still go on as usual.

“Along with other methods, TT-Hue controls and prevents the epidemic remotely with technology. When technology is considered as a “vaccine” against the epidemic, it will be effective,” said Deputy Director General Hoang Anh Tu.

Mr. Tu shared, in the past, QR codes were fixed at the control points and people needed smartphones and needed to scan them voluntarily. This method does not promote tracing efficiency because the number of QR scan records is very low.

Deputy Director Hoang Anh Tu tests the QR code at the Department of Information and Communications of TT-Hue province.

Disease control cards do the opposite. For example, at Dong Ba market, there are 12 control points at 12 entrances to the market, every small trader, every citizen entering and leaving is scanned the QR code on the Control Card by the Management Board.

People can also use the Disease Control Card to declare information at vaccination and testing points.

With the support, training and coaching of the Center for Technology and Enterprises, by October 3, 2021, TT-Hue had achieved 262,167 injections on the platform, a rate of 98.01% of the total injections. reality.

Mrs. Hieu happily held in her hand the “square” card.

“Hue injection data is standard data, filtered, not duplicated, entered in real time, completed within a day. Regarding testing, 11,791 data were obtained on the testing platform, all 156 testing facilities used the technology center’s testing platform and returned quick results, “said Mr. Tu.

Up to now, the whole province of TT-Hue has had 714,754 (62.84% of the population) registered and activated disease control cards. This is a very impressive number after nearly 1 month this province has activated the disease control card with the national QR code for the people.

For people who have never used a Smartphone, small businesses that do business in the market all year round, and small students who do not have a phone will be issued a card with the title “Epidemic control card”.

Therefore, it has created a sense of peace of mind and curiosity that makes people come to the experience scanning point and thereby form QR scanning habits. Hue has done a difficult job of the technology world, that is, people have faith in a “square code” to help protect them against the epidemic.

“The fact that people put their trust in the “square” cards shows the talent of the people who do administration and management.

When people believe, doing anything is easy. The most difficult thing is gaining the trust of the people, and technology is always transparent, the data does not lie.

The success of TT-Hue is to simplify technology, manage flexibly and look at the actual efficiency of application, not rigidly, forcing people to follow the government’s decisions,” Deputy Department of State said. Head Hoang Anh Tu emphasized.
