The IPv6 transition promotion and support program for state agencies in the period 2021 – 2025 has just been announced by the Ministry of Information and Communications. The focus of IPv6 deployment in the next five years will be government agencies.
Vietnam ranks 10th in the world in terms of IPv6 usage rate
On the afternoon of January 15, Deputy Minister of Information and Communications Nguyen Huy Dung chaired an online conference to summarize the IPv6 deployment and announced the IPv6 transition support program for state agencies (CQNN) “IPv6 For Gov” the period 2021 – 2025.

With the focus on IPv6 transformation for the community, over the past 10 years, the national action plan on IPv6 has achieved impressive results.
By the end of 2020, Vietnam has 34 million IPv6 users with the rate of using IPv6 on Vietnam’s Internet reaching 46%, 1.7 times higher than the global average. Vietnam ranks 2nd in ASEAN region, 4th in Asia and 10th globally, affirming its position in the region and internationally. Its IPv6 network and services operate well with 11 million FTTH subscribers and more than 34 million IPv6 mobile subscribers.
For the state-owned sector, there are 33 localities and 4 ministries and branches promulgating plans for IPv6 transition; 13 Portal of ministries, branches and localities working well with IPv6; 20 localities and 11 ministries and branches have registered to use independent IP addresses (IPv4, IPv6), ready digital resources for planning, network modernization, services, and digital infrastructure development.

Deputy Minister Nguyen Huy Dung said that the journey of transforming Vietnam’s Internet to a new generation operating with IPv6 addresses began with bold, correct, persistent and effective decisions; This is most clearly demonstrated by the promulgation of the National Action Plan on IPv6, which has acted as a guide throughout the past decade.
According to the Deputy Minister, the result of IPv6 deployment in recent years is the pride of Vietnam. “If we talk about the world rankings, there are very few rankings that Vietnam is in the Top 10 best-performing countries. We have done this by promoting a transition to IPv6 ”Said the Deputy.
100% of state agencies will convert to IPv6 by 2025
In order to orient, promote and support state agencies in successfully converting IPv6, on January 14, 2021, the Minister of Information and Communications signed Decision 38 to approve the Program “IPv6 For Gov” for the period of 2021-2025. .

According to Mr. Nguyen Hong Thang, Director of Vietnam Internet Network (VNNIC), the agency assigned to take the lead in implementing the program, in the next 5 years, the Ministry of Information and Communications determined that promoting Vietnam’s IPv6 transition support will focus on block CQNN.
The Ministry of Information and Communications will pioneer and accompany ministries, branches and localities in the process of converting IPv6 to the network and services of the State-owned agencies; promote, support and ensure the successful implementation of the entire IPv6 transition for the network and services of the State’s agencies.
The specific objectives and targets of the “IPv6 For Gov” Program in 5 years can be generalized in two major phases: the period of 2021 – 2022 with the target of 50% of ministries, branches and localities promulgating the Plan. converting IPv6 and converting Portal, Public Service Portal working well with IPv6; in the 2023 – 2025 period, with the target of 100% of the State’s network and services converting to IPv6 and ready to operate purely IPv6.
Deputy Minister Nguyen Huy Dung emphasized that, following the guidance of the Minister on digital transformation: “Vietnam is at the same pace with other countries in the world in technology application”, we set the goal to go along with the with the US, China and other pioneers in IPv6 deployment.
Affirming that the Ministry of Information and Communications will accompany ministries, branches and localities in the IPv6 transition, the Deputy Minister suggested ministries, branches, Department of Information and Communications and specialized IT agencies to do well their nuclear roles and units. advise on building and successfully implementing IPv6 transition plans of ministries, branches and localities; proactively implement and well meet the Program’s objectives, targets and criteria.
The Ministry of Information and Communications will complete the transformation of IPv6 for its network and services first to serve as a reference model. State agencies are faster than the process of building IPv6 transition and IPv6 transition plan for Portal, Public Service Portal. Striving right in 2021, 100% of ministries, branches and localities shall issue the plan for successful IPv6 transition and successful IPv6 transformation for the Portal.
Telecommunication, Internet and IT enterprises need to actively consult and provide services with IPv6 feature support to state agencies; proactively review, invest in upgrading infrastructure, services, hardware, and software supporting IPv6 and develop platforms supporting IPv6 such as the foundation of digital economy, digital identity, electronic payment … continued procedures to participate in the process of converting the entire Internet network in Vietnam to IPv6 application, aiming at 100% of users accessing the Internet via IPv6.
Telecommunication and Internet businesses accelerate the provision of IPv6 services to users on a large scale; aim to 100% of IPv6 users by 2023. Content businesses, data centers, and large cloud computing platforms will transform to provide default IPv6 services right in the first quarter of 2021. VNIX National Traffic Transshipment Station is an ideal place to connect and exchange Internet and IPv6 traffic.
The VNNIC Center and units under the Ministry of Information and Communications have well performed the role of leading, coordinating, consulting and assisting ministries, branches and localities in IPv6 transition; to direct telecommunications and ICT businesses to synchronously convert IPv6; advise the Ministry of Information and Communications on policies, plans and specific promotion measures.
As a standing agency, VNNIC also needs to better perform the role of a center to synthesize, monitor and supervise information to support the units to follow up and complete the program’s targets.
“Agencies, organizations and units should define the spirit of working together, working together and successfully completing the goals of the IPv6 Program for State agencies as they have implemented the National Action Plan on IPv6”, Deputy Minister suggested.
