An important step for administrative development of the Digital Government

The completion of the target of bringing 100% of eligible public services to level 4 online in 2021 is an important step to create an important momentum for the development of the digital government in Vietnam in the coming time.

Completing the seemingly…impossible quest

From mid-2021, when the Covid-19 epidemic caused a heavy impact on the whole country, people and businesses in Thai Nguyen were able to sit at home and access the online Public Service Portal of the province at Dichvucong address. .thainguyen.gov.vn, or use the public service utility on the C-ThaiNguyen application to choose to perform more than 1,200 online public services at level 4 already provided. This locality is in a group of about 10 ministries, the province soon completed bringing 100% of eligible online public services to level 4 online provision.

Talking about this result, Secretary of Thai Nguyen Provincial Party Committee Nguyen Thanh Hai commented: The completion of the province’s target of providing 100% of qualified public services at level 4 after about 4 months of implementation has far exceeded the stated target. issued in Resolution 01 of the Provincial Party Committee on digital transformation of Thai Nguyen province for the period of 2021 – 2025, with a vision to 2030. Moreover, as of December 2020, when Resolution 01 was issued, the service rate Thai Nguyen’s online service level 4 has only reached 35%.

On a national scale, the Ministry of Information and Communications (TT&TT) has soon identified one of the important goals to be achieved in 2021, which is to bring all online public services of ministries, branches and localities to the right of the world. conditions to level 4. According to Mr. Do Cong Anh, Director of the Department of Informatization (Ministry of Information and Communications), with the result of 2020 only reaching more than 30%, it seems that this is an impossible goal. However, as of mid-December 2021, the rate of qualified public services provided online by ministries, sectors and localities at level 4 has reached 96%, approaching the set target.

In fact, in the past 2 years, the Covid-19 pandemic has strongly promoted digital transformation, in which state agencies have stepped up the provision of public services to people in the online environment to limit contact directly. Especially, during the period of large-scale distancing, many localities have suspended direct transactions at the one-stop shop and encouraged people and businesses to use online public services on the National Public Service Portal, the service portal. provincial public service or public postal service. As a result, in 2020 and 2021 alone, level 4 online public services have made a remarkable development, with the rate of online public services at level 4 in 2020 nearly 3 times higher than in 2019; and in 2021 more than 3 times the rate achieved in 2020, more than 8.9 times higher than the results achieved by the end of 2019.

On the other hand, digital transformation has also brought about the necessary technical and technological conditions so that provinces and cities can simultaneously deploy public services, instead of making separate and individual services like the phase one. before. As the standing agency for national digital transformation, the Ministry of Information and Communications has guided ministries and provinces to standardize the process of deploying platforms so that they can provide online public services quickly and economically.

Specifically, the Ministry of Information and Communications has clearly noted, an important point to speed up the process of providing 100% of eligible public services to level 4 online is to use the Public Service Portal platform and a one-stop information system. electronic devices that meet the technical criteria as well as the ability to connect and share data according to regulations. As a result, the establishment of a new public service is done on the basis of customizing electronic forms and processes, the shared resources are fully utilized, and the users in the units have can actively initiate and provide level 4 online public services in the network environment.

It is clear that, with the new thinking and way of doing digital transformation, which is to do it quickly and on the basis, plus the synchronous and drastic participation of ministries, branches and localities, high goals, seemingly impossible is also completely achievable.

Creating momentum to accelerate the development of Digital Government

The fact that ministries, branches and localities have completed bringing 100% of eligible public services to the highest level of online provision – level 4 has helped Vietnam fulfill the most basic target of e-Government, creating momentum for growth. digital government development.

This strategy has set high missions and goals, which are: Vietnam has a high level of e-Government development index and digital government in the world, among the top 50 countries by 2025, and among the top 30 countries by 2030 according to the United Nations ranking.

With a vision to 2030, the digital government will transform the way to serve people and businesses, reduce costs, increase productivity of businesses, create facilitation and bring satisfaction to people, so that people and businesses Enterprises participate more in the activities of state agencies, jointly create values, interests, beliefs and social consensus. The digital government also transforms the way it is organised, operated, working environment and tools so that cadres, civil servants and public employees can best perform their duties.

An important step for administrative development of the Digital Government
In the coming time, ministries, branches and localities need to set targets to improve the efficiency of online public services.

One of the five main target groups of the digital government development journey to 2025 is to provide high-quality services to the people. Accordingly, state agencies will reduce, restructure, simplify, standardize and unify administrative procedures nationwide.

Service provision is carried out on the principle of ensuring service quality, reducing costs, increasing labor productivity in a proactive manner, and promptly meeting the needs of society. In particular, people and businesses can use digital services according to their personalization needs, throughout their lives, when needed, in a convenient way, online or in person, easily, simply, quickly, No paperwork, no presence unless required by law.

In the short term, although an important target in e-Government development has been achieved, the representative of the Ministry of Information and Communications also pointed out that ministries, branches and localities in the coming time need to set targets to improve the effectiveness of e-government. online public services, reflected in 2 indicators: the rate of online public services generating records and the rate of online processing of records. These two national indicators are still low.

“In 2022, we need to try to increase the proportion of online public services that generate applications and especially the rate of applications processed online. Only then will online public services be truly practical and come to life.”the representative of the Ministry of Information and Communications recommended.

Online public service provision is one of the important measurement indicators in e-Government development when the people are the center and the service object of state agencies. Online public services will also make the economy more dynamic, grow faster and contribute to GDP growth, possibly up to 1%.
