This is one of the contents of Circular 43 on ‘National technical regulation on mobile terrestrial communication terminals – radio access part’ recently issued by the Ministry of Information and Communications.
Accordingly, all mobile phones manufactured or imported into Vietnam from that point in time must be integrated with E-UTRA technology (ie 4G technology). 2G and 3G phones manufactured or imported into Vietnam before 1 July are still allowed to circulate.
The Circular applies to Vietnamese and foreign organizations and individuals engaged in production and trading of equipment within the regulated scope of the regulation in the territory of Vietnam.
This move is seen as a preparatory step for the scheduled 2G shutdown in the first quarter of 2022, as well as the policy of “covering” smartphones nationwide. This is also the foundation for carriers to consider stopping the old generation of mobile technology, contributing to the implementation of the dual goals set out in the “National Digital Transformation Program to 2025, with a vision to 2030. “.

According to a report by the Telecommunications Department, the Ministry of Information and Communications, the roadmap for stopping old technology is set in 2018 and the Ministry of Information and Communications is promoting new 5G technology, so telecom businesses cannot maintain at the same time 4 technologies (2G, 3G, 4G and 5G) on the same network.
Vietnam currently has 87 million smartphone subscribers out of a total of 65-70 million of the population that can use phones. In particular, the number of phones that can only use 2G has decreased from more than 30 million in 2019 to about 24 million.
Meanwhile, 5G networks have been broadcast commercially by major carriers in Vietnam in two major cities, Hanoi and Ho Chi Minh City. Currently, mobile phone manufacturers are also racing to produce 5G phones because the number of devices supporting this new generation is still limited.
Through the survey, on the website of phone retail systems, there are still dozens of phone models that do not support 4G, most of which are priced at 400,000 – 500,000 VND. After July 1, 2021 these models will be replaced by phones that support 4G. Representatives of some phone chain stores shared that the number of 2G and 3G phones sold was still quite large, reserved for a segment of low-income customers. But the “death” of this phone line does not affect business too much.
Must turn off old technology to promote digital society and digital economy for the country
Ms. Le Thi Thanh Hoa, Chief Expert of Market Licensing Department of the Telecommunications Department shared, researching and building a policy on turning off old technology is a problem she has to worry about and suffer the most pressure ever. now on.
